CRISIS

Critical incident management training system using an interactive simulation environment

Grant Agreement No.: FP7-242474

Budget: US$ 4.860.823

Covering three different environments

The project covers three different environments (airport and runways, airport terminal and a train crossing), the actors, and the situations that could occur, and encapsulate them as an “Airport in a BoX”, or ABX. The airports and train crossings in a box will include details such as passageways, hallways, halls, escalators, doors, runways, aircrafts, ground support vehicles, conveyor belts, fire engines, control towers, and the physics associated with how these elements are expected to behave in the world. The virtual airport can be generic for educational purposes, while operational training requires an environment that represents the specific site with a very high (functional) realism. In all training environments, generic or localized, the actors, or avatars (such as passengers, security officers, fire personnel) will be imbued with properties that will allow them to act responsively to user actions.

In addition, the training simulation exercise could be played at different levels that correspond to the crisis management hierarchy supported with a user interface appropriate for that level of training exercise.

Airport and runways

An aircraft (Fokker F-50) approaching Hoosströnd airport contacts the tower reporting engine trouble. The plane is carrying 50 passengers and has four crew members. The airport emergency plan is evoked.

Airport terminal

This scenario has been developed for the Portuguese airport authority to illustrate and to train the response and resource coordination in the event of a terrorist attack at Lisbon Airport. The attack relates to the explosion of a dirty bomb close to the transfer passenger security scanner. The bomb leaves 15 people dead, 20 seriously and 40 lightly wounded, and a large number of passengers to be managed. This initial scenario has been developed at a high level to provide an initial overview of the scenario.

Train crossing

This scenario has been developed for the British Transport Police (BTP) to illustrate and to train the response and resource coordination in the event of a train crash with a civilian vehicle within London, UK. The train crash occurs between Heathrow Airport and Haverton West Train Station, which is close to the level crossing at Haverton West Train Station (the first main railway station towards London after leaving Heathrow Airport).

The civilian vehicle involved is a 4x4 vehicle and the explosion leaves three people dead, 14 seriously injured, 57 lightly wounded, and a large number of passengers to be managed. There are greater number of people affected by this scenario as people try to get to the Airport to catch their flights (for business or pleasure), people will be trying to get to work in the center of London, tourists will be trying to navigate their way around London using the underground tube system, and people arriving at the Airport will be wanting to reach their destination via the underground tube system.
